Overview of MN PMP Access for Practitioners and their Delegates


The Minnesota Prescription Monitoring Program (PMP) collects prescription data on all schedule II-IV controlled substances as well as those federal schedule V controlled substances which are designated as schedule III in Minnesota; such as certain cough syrups containing codeine. Reporting is from all in-state pharmacies and other dispensers as well as from those out of state pharmacies that ship controlled substances to Minnesota residents. The program is intended to improve patient care and to reduce the misuse of controlled substances.

Direct access to the MN PMP database for the purpose of requesting patient profile information is available to:

  •   Qualified prescribers of controlled substances with a valid DEA number who are licensed and in good standing 
with their respective licensing boards and are prescribing or considering prescribing a controlled substance for a 
current patient;
  •   Licensed pharmacists who are who are licensed and in good standing with their respective licensing boards and 
are dispensing or considering dispensing controlled substances to an individual;
  •   Agents or employees (delegates) of qualified prescribers and licensed pharmacists who have approved the 
delegator to access information on his/her behalf. 


After the access request form has been submitted and the requester has received approval to access the MN PMP database, individuals will have access to the MN PMP database 24 hours per day, 7 days per week. A User id/name is assigned to an individual, not to a facility or a group of medical staff and is non-transferrable. Qualified prescribers and licensed pharmacists who have been authorized to access the database are responsible for all use associated with their account and for use of the database by delegates they have approved to work on their behalf and who have been issued their own unique User id/name.


Patient profiles from the MN PMP database are intended to be used to supplement an evaluation of a patient, to confirm a patient’s drug history, or to document compliance with a therapeutic regimen. Pharmacists and prescribers are not required to use the MN PMP database to obtain patient information and are immune from criminal, civil or administrative liability if they make a medical decision based on the information provided by the MN PMP database. Prescription history is retained for 12 months from date of receipt, before it is removed from the database.


Prescribers and Pharmacists who potentially identify a patient as an individual with an issue of concern regarding use of controlled substances are encouraged to help their patient locate assistance. The MN PMP does not warrant MN PMP patient profile reports to be accurate or complete. The patient profile reports received from MN PMP database queries are based upon criteria entered and controlled substance prescription data received from dispensers. Prescription drug dispensing information is usually available within 2 days of dispensing as it takes 1-2 days for the reported data to be uploaded into the MN PMP database. Data from dispensers approved for weekly reporting, due to low volume dispensing, may take up to 10 days before it becomes available. To verify a prescription or for more information about any prescription in a MN PMP patient profile report, the dispenser should be contacted directly.


Patient profile reports received through queries of the MN PMP database are designated as “private data on individuals” by M.S. Chapter 13.02. These reports, whether they are stored electronically or on paper are to be afforded all of the security considerations appropriate for protected health information.
